  • HORUS Technology Solutions Awarded Contract for US Department of Housing and Urban Development (HUD) Operating Fund Web Portal Modernization

    Bethesda, MD, May 26, 2023 - HORUS Technology Solutions, Inc., a leading provider of innovative technology solutions, is thrilled to announce that it has been awarded a $4.4 million contract to provide system development, modernization, and enhancement support services for the US Department of Housing and Urban Development (HUD) Operating Fund (OpFund) Web Portal. HORUS has been a trusted partner to HUD since 2018.

    Under this contract, HORUS will play a pivotal role in transforming the OpFund Web Portal into a cutting-edge web-based platform, revolutionizing funds processing for the Public and Indian Housing (PIH) Field Offices (FOs) and Public Housing Agencies (PHAs). Through their web browsers, FOs and PHAs will now have access to participate in OpFund processing, bringing unprecedented convenience and efficiency to the program.

    The OpFund program is responsible for delivering an astounding $4.5 billion annually to approximately 3,000 PHAs, serving over 7,000 public housing developments, and providing assistance to more than 1.1 million low-income families nationwide. The OpFund Web Portal, developed by HORUS, will serve as a vital resource for FOs, enabling seamless navigation through the extensive network of nearly 14,000 OpFund requests submitted by PHAs and processing the complex 25 million data elements used to determine OpFund eligibility.

    The contract spans a five-year ordering period, during which HORUS will perform comprehensive program management tasks. This includes the creation and maintenance of a Management Plan, Program Backlog, and Roadmap, meticulous risk and issue management, and the establishment and upkeep of the OpFund web portal modernization document repository. Furthermore, HORUS will spearhead infrastructure and environment improvements while developing and delivering enhanced functionality for the OpFund Web Portal.

  • DFAS SMARTVOUCHER CONTRACT AWARD!

    HORUS Technology Solutions provides Agile Development Modernization and Enhancements to
    support DFAS process thousands of Permanent Change of Station and Temporary Duty vouchers
    every year for the military. SmartVoucher assists soldiers in filling out the 1351-2 travel voucher.
    The system has a workflow process that routes the vouchers through a workflow so that different
    groups can review and either approve or reject the voucher. The system then sends the voucher to
    the main travel pay system for processing.
    The SmartVoucher system needs to be modernized by upgrading the back-end technologies and
    applying responsive design to the front-end. The modernized system should maintain the legacy
    system business logic, validation processes, and process flows.
    We modernize the backend and decouple the front end from the backend. We move existing
    validation processes to the front end to make the application more responsive and flexible. All
    while partnering with the customer and aligning People and structure with Process and
    Technology.

  • Payment Management Services (PMS) Contract Award!

    Bethesda, MD. HORUS Technology Solutions, Inc. (HORUS), a full-service technology solutions firm, secured a single-award, five-year Indefinite Delivery, Indefinite Quantity (IDIQ) contract servicing The Department of Health and Human Services (HHS). The HHS, Program Support Center (PSC), Financial Management Portfolio (FMP), Payment Management Services (PMS) is responsible for operations support, maintenance, and enhancements to the Payment Management System (PMS).

    HORUS will support the Payment Management System (PMS) application, infrastructure, and assist with the development of solutions to address mandated and customer-requested changes. HORUS will furnish necessary personnel, materials, services, facilities, and do all things necessary to perform requested services, identified as Task Orders.

    The primary functionality of the PMS consists of providing grants payments and cash management services to Federal and non-Federal entities, and serve as a fiscal intermediary between awarding agencies and recipients of grants and contracts. The mission of PSC/PMS is to deliver the best value in grant payment services under a shared service approach, ensuring acquisition activities and general performance objectives are completed cost-effectively in support of the needs and goals of PSC customers and leadership.

  • U.S. Army CDMRP EGS Contract Award!

    Rockville, MD. - HORUS Technology Solutions, Inc. (HORUS) has been awarded an indefinite delivery, indefinite quantity (IDIQ) contract to provide management support services to the Congressionally Directed Medical Research Program (CDMRP) for the Electronic Grants System (EGS). Support to other Federal agencies may be provided under the contract in conjunction with changes directed by United States Army Medical Research and Materiel Command (USAMRMC), which directs the management of a number of medical research, development and acquisition programs. The IDIQ, which is managed by the U.S. Army Medical Research Acquisition Activity, is valued at $11 million over a three-year period, with two one-year renewal options.

    Under the contract, HORUS will provide project management, operations and maintenance, and development and enhancements support services for EGS. EGS is a Government-owned mission-support business system designed to address core functions of biomedical research portfolio and awards management needs for CDMRP and other USAMRMC organizations
